Epstein's Watchlist:
what 3.5 million pages actually show

Not a list of famous names. A structured investigation into what the released files document — the money that moved, the policies he tried to change, the governments he reached, and the mechanisms that let it run in plain sight for two decades. Every claim carries a source. Every uncertainty is labelled as one.

Scored on five components, 0–3 each: documented victims and recruitment, Epstein’s own presence, operations and transactions, the legal response, and volume of material. Hover for each country’s breakdown.

01 — Follow the Money

Start with the money, because the money is documented

Testimony can be denied and memories disputed. Wire transfers cannot. The financial record is the most solid material in the archive — and the least prosecuted. Roughly $512 million has been paid in civil settlements and fines. Not one criminal charge has followed.

02 — Policy & Influence

He rarely bought decisions. He bought position.

Almost every account of his political reach is a list of names. This site is organised the other way round — by the tax regimes, prosecutions, regulations, contracts and diplomatic objectives he attempted to move. He never changed a law. What he changed was how existing rules were applied to him.

03 — The Regions

The same operation, adapted to each jurisdiction

In Africa he sold things to states. In Europe he collected people inside them. In the Virgin Islands he acquired a government outright. In the Gulf he sold movement between enemies. In Brazil and Ukraine he acquired people. Each hub carries its own map, network and country files.

04 — What We Found

Six findings that hold across every file

These emerged from the documents rather than being brought to them. Each is load-bearing across multiple countries and sectors.

01
The most consequential outcomes were non-events

The IRS never audited. The DEA case closed. SDNY was never told. Sex-offender monitoring was never applied. Nothing happening is the recurring result — and it is far harder to see than an act of corruption.

02
Nothing needed to be illegal

A modelling visa. A tax-exemption statute. A university gift policy. A consulting contract. Every mechanism was a legitimate category used exactly as written, with no verification step.

03
The language was a job title, not a code

There is no secret food-word lexicon and no DOJ document defines one. The euphemisms that worked were occupational — massage, model, student, session, consulting — because nobody had to decode them.

04
Fabrication crowds out the real record

Invented claims about Xi Jinping, Zelensky and the Rothschilds made genuine, serious documentary threads harder for careful journalists to pursue. The beneficiaries are the people with something to explain.

05
Page counts are not evidence

Australia's 22,000 pages are market data. Russia's are news digests. Mexico's trace to one mailing list. Volume measures newsworthiness between 2010 and 2019, not involvement.

06
Only victims ever broke it

Not word searches, not frequency analysis, not leaks. Every established fact in this case came from someone testifying and an investigator matching it to a record.

05 — Systems & Methods

How the machine actually worked

Cross-cutting reports on the mechanisms rather than the geography — recruitment, language, surveillance and press management. These are the threads that recur in every country file.
